According to Bhasker news 22 Nov Mr. Prahalad Gunjal the Gurjar leader addressed a meeting in Mahmadpur village (tehsil-BayanaDist-Bharatpur) he said that the Mahapanchayat in Kaimary will be historical, more then a lakh of gurjers will participate there.he addressed all gurjars to participate there.
The Gurjar leader narrated that the Gurjar reservation agitation is at the stage from where back step is not possible. The Gurjar Mahaparaav organized in Jaipur on 17 December will be Final battle in this issue of Gurjar reservation, if the state Cabinet committee of Govt of Rajasthan fails to send the letter to Center.
The gurjar Mahapanchayat will lead to restlessness of Chief Minister Madam Vasundhara raje.
Mr. Gunjal made an allegation to Govt to harass his family; he said even the Govt is going to extreme harassment he will not take a back step in service of community. I may even leave my life in community favor, but will never deceive.
In this panchayat MLA Atarsingh Bhadana said that he will not remain in peaceful life until reservation is to be achieved. The central Govt will immediately accept the proposal of reservation of state Govt, provided the letter is sent.

During talk to the media personnel Mr. Gunjal alleged the Govt to misbehave with Gurjers when they were in Jails during Jail bharo andolan Agitation on 2nd October.
He said that the compromise made by Col. Bainsla was Relaxation to Govt rather then Gurjers, mr baisala is misguiding the community, he is making compromise every time and getting only assurance from Govt at the peak of agitation .
He make the statement to Col that he is showing the dream of making a palace on the Dune of sand (the assurance of Govt are false). The Gurjar Mahaparaav which is organized in Jaipur on 17 December will be Final battle and will be decisive in this issue of Gurjar reservation,

This is the reason why today on 15 October 2007 core commity had decided to dismiss Col bainsla from coordinator of the Gurjar Aarakshan Sangharsh Samiti’. Now Col baisala wiil remain as a member. This meeting of core committee was held at pratap nagar jaipur on the Residence of Sujan singh gurjar asst coordinator of the Gurjjar Aarakshan Sangharsh Samiti’. This committee is in existence since 12 sepember2007. Members of committee were nominated 21 in number to take decision on reservation issue at the residence of Ex MLA jaswant singh gurjar ,The committee consisted members were harisingh mahua, shayer dhabhai, arjunsingh kashana, devaki nandan kaka, sujan singh gurjar, ramgopal gard, gopichnd gurjar, mukhiya gurjar, vikarm singh gurjar ganesh lamodi, prahlad gunjal, atar singh bhadana, mahant bhudev das, ram Chandra saradhana all 14 members(14 out of total member 21 2/3rd majority), with other invited gurjar leaders ,decided that any decision shall be taken with consent of committee &mutual understanding, the decision taken by Col bainsala was his personal decision , the committee asked to govt if report of chopra committee not sent on time The Gurjar community may take tough decision. The committee passed a resolution to explain the talk held with Govt and why he neglected committee’s decision and preferred personal decision. The next meeting will be held on 20 October The cooperation to the government is not so bad if this has been promised confidentially to col bainsala by state govt the battle of this issue is long fight not the matter of a day. We should not be crazy, as long as the fight will go ahead we will come together and will be united, the unity will solve all the problems. The achievement of ST status will not solve all the problems but if we get united in the journey then there will be no need for all of this. As you see our leaders are pulling legs of each other it shows our Inherent Character to be dominant. In the positive way competitive dominancy in the way of self progress & key to success, but by leg pulling is a cheap idea both will go backward, The leaders of our community are experienced persons, if they are not still united at this issue due to ego how we may think for progress .the egoistic person even achieves treasure of Kuber he will destroy this in a short period .At present vasundhara govt is in hot water, as Brahmins,Rajputas,and gurjers are demanding for reservation Jats are also angry with Govt. and meenas has announced to organize Mahasmmelan parallel to gurjar mahasammelan and movement. The BJP is Hindu based party it will not allow any community to be annoyed ,In the last movement the Govt took it lightly ,now in 2nd phage no any casualty reported although the gurjars blocked highways Uprooted railway lines as in previous movement. But by the negotiations, govt overcame all of this. In this movement govt remained cool and avoided the aggressive statements, made by Govt in previous movement. Last of all Madam Cheifminister make a appeal to neighboring states as well as center to help in this matter ,this shows how helpless is Govt and desire to resolve this matter. but at the present situation no any political party, or central govt. responded to it. The other political parties are waiting for favorable situation. At present situation the vote balance is in favor of Meena community at state level, If at the National level strong Gurjar Agitation arises Then vote politics will favor to gurjar’s.Any political party will not enter the issue until position become clear either with vote bank sway or constitutional decisions of chopra committee .Every party is on “WAIT &WATCH POLICY” On14 October 2007 Meenas organized Mahasammelan in Karauli and criticized all 31 present meena communitie MLAs for why they have allowed the Govt in past to form chopra committee, why they have not given resignation to Govt at that time, now all leaders should try to dissolve chopra commity.Mr Suresh meena MLA from karauli threatened that they will cut the hands of senders of chopra committee repot to center How they can pressurize the elected Govt not to form the constitutional inquiry committee in the matter, and if report comes in favors of gurjers how they can stop the govt not to send it to central govt. The aggression at sammelan was, that the inquiry of chopra commmity if comes in favor of gurjars nobody can stop the ST status reservation of gurjars, then not only by political means, the gurjars will be able to get it by constitutional way. Hence meena sammelan demanded that chopra committee should immediately be dissolved. GURJAR MAHAPANCHAYAT IN KAIMARY RAJASTHAN According to Dainik Bhasker News; the Mahapanchayat Organized on 25 November 2007 by Sanyukt Gurjar Arakshan sangharash Samiti was said to be success full. The 12 village of Khatana Gurjers were organizer of Mahapanchayat.The main speaker of Gurjar Mahapanchayat Mr. Prahalad Gunjal said that before 2nd October The Gurjar Dynamite was to explode now cooled down by Col Bainsla.
The Leader said that in last 6 months what we found, is the 26 dead bodies of our brothers, Hundreds of injured Gurjers, 10,000 police cases on Gurjers, and hundreds of Gurjers are still in Jail. At this stage we can not stop our agitation, and they will not allow anybody to deceive the community. He said that the Gurjar community will continue the agitation until the Govt will not send the letter to central Govt. with the recommendations of Cabinet committee, through The Governor of Rajasthan. Mr. Atarsingh Bhadana MLA said in Mahapanchayat that the gurjers are only with those leaders who are with the issues of Gurjers

PANCHANA DAME WATER CONFLICT
According to Dainik Navjyoti news 25 November 2007 (Hindi) The Pachana dame Karauli Rajasthan, water crisis is now becoming more complicated. The agitation was started on 22nd of November by the farmers of Nearby 40 villages of Panchana Dame (mostly Gurjar villages).The Panchana Sanghrash samiti Gudala (Gurjers) on negotiation with Govt representative Ram pal Jat Denied to compromise on this issue until work for lift canal being stated Now on 25 Nov. a large meeting was organized to demand the availability of the irrigation water for agriculture purpose to the farmers of Nearby residing 40 villages on which they have first right.
The farmers of 40 villages of Gurjers which are in surrounding area of panchana dame are now struggling for Water crisis as water is not made available to them and are deprived of their right, In the Past the irrigation water was provided only to remote the villages of Meenas which are in the command area of panchana dame . The nearby 40 villages had started Mahapadaav and stopped the water supply to Remote villages of Meenas until their water crisis for irrigation purpose is solved, by the Govt., with starting the work for lift canal for irrigation to the demanding villages.
On the other side the Meena farmers of Command area are also on agitation in demand to provide them irrigation water. The Panchana command area Sangharsh Samitis Coordinator Rajbahadur meena told that they have faith on Govt., the Govt will provide them the irrigation water until 30 November, failing to provide irrigation water the Farmers of command area will start strong agitation.
Thirdly the 360 villages of draining area of Gambhir river (Bharatpur district) on which the Panchana dame is made, also started agitation with the association of Near by 40 villages of Gurjers to leave the water in Gambhir River, as the River is dry now and the draining area of river is deprived of water for their animals, the water level of that area has gone down .being the draining area Farmers they also had the right to get the water of their part. The agitation has become now triangular and interesting. the Mahapanchayat of Four districts farmers was organized on 25 November on this occasion Col Kirori singh Bainsla addressed the meeting and said that this is the matter of sorrow that the farmers who have the first right on this water are deprived of water and their Land is now Barren (cropless, uncultivated ground) while the irrigation water is being provided to remote villages.

Chopra Committe in rajasthan about to complete his report within Provided extended duration
According to Dainik Bhasker Hindi rajasthan 27 November. The Committee headed by Justice Chopra , which was appointed to look into matter of Gurjars Reservation issue, to decide eligibility to get ST Status reservation by Gurjar .was extended upto 15 December .
This 15 Dec time line was extended when this committee was unable to complete this report on15 September, after working of 3 months duration from 15 June. Now Rajasthan govt Do not wants to annoy the Gurjars ,The Govt may announce special packages to gurjars for thier developement according to dainik navjyoti news hindi 28 November talking with dainik navjyoti media Justice said that the field work of commitee is complete and will be submitted on time.

The committee would examine the norms laid down for Gujjars in their current status in the OBC category and consider their representation for inclusion in the ST list within three months, Singh said. Dr Kirori Lal Meena, food minister in the Vasundhara Raje government in Rajasthan, said that it was unfair for the Gujjars to start agitation for seeking Scheduled Tribe status when they were already reaping the benefits of the OBC quota. Speaking exclusively to rediff.com he said that the Gujjars did not fulfill any of the conditions that are necessary to get ST status - "There was no justification for the agitation as it could have never succeeded. Colonel Bainsla may have bought time by accepting the three-member commission, let me tell you that under no circumstances are they going to get favorable verdict," Dr Meena claimed. He admitted that three ministers and 31 Meena MLAs were ready to resign in case the Rajasthan government wrote a letter to the Union government to recommend ST status for Gujjars. "In Dausa we are 3.5 lakh Meenas and only 2.5 lakh Gujjars but, still, we decided to elect Rajesh Pilot, his wife Rama and now his son Sachin to represent us. Now we will elect our own man. We can influence 78 seats in the state Assembly," he boasted. According to Meena, giving ST status to Gujjars would be a political suicide - "We are 13 percent and Gujars just 5 percent. News 4 Now the Demand for Exclusion of the advanced Meenas of Eastern Rajasthan For Over the last 60 years or so, the Scheduled Tribes appear to have evolved into two distinct groups: those who have able to take advantage of the protection and benefits guaranteed to them under the constitution and have been able to decrease the gap in development between them and other communities; and those Scheduled Tribes whom such programmes and protection have failed to reach and who, therefore, still exist at subsistence level with poor health, without education & jobs and low income levels The advancement of Minas of Eastern Rajasthan (Sawai-madhopur, Dausa, Karauli, Alwar, Jaipur etc) over other tribal groups is so enormous that they are not only eating the major share of government jobs reserved for Scheduled Tribes of Rajasthan but at the national level also the tribal population of other states is not in a position to compete with them being more forward, prosperous and resource full lot of the society and thus the basic spirit and objectives of the National Tribal policy are being lost. All the government posts (ranging from clerical to officer grade and from academic to professionals) reserved for STs are being occupied by Minas. For example out of the total cadre strength of RAS officers (838) in Rajasthan, 83 belong to ST category. Out of these 83 ST RAS officers, about 75 belong to Mina community of Eastern Rajasthan. What is important to note that only 4-5 officers belong to other tribal groups of the ‘Scheduled area’ ( Bhils, Garasia, Saharia, Dhanka etc) of Southern Rajasthan. It is relevant to mention here that the southern districts of Rajasthan viz. Dungarpur, Banswara, Udaipur, and some parts of Sirohi and Chittorgarh districts were specified as ‘Scheduled area’ by the President of India vide Scheduled areas order, 1950 dtd 7.12.1950 following the criteria of: preponderance of tribal population, under developed nature of the area and marked disparity in the economic standard of the people. But it is unfortunate to note that the condition of real tribal groups of the ‘Scheduled area’ has not improved much and the benefits of tribal welfare schemes including reservation policy have completely been looted by the prosperous and landlord (pseudo tribal) Mina community of Eastern Rajasthan. The situation is more or less same in all Government departments viz. administration, police, accounts, railway, post & telegraph, revenue, excise, traffic, taxation, health, forest, technical, judicial services, education, tourism, industry, insurance, banks and so on. There are Minas and Minas…….. every where from bottom to the top hierarchy of any Government department. There are hundreds of IAS and IPS officers and in other Central Civil Services belonging to Mina community of Eastern Rajasthan but hardly a single person belonging to Bhils, Garasia, Saharia, Dhanka etc. As per the result of Civil Services Examination, 2006 out of the 36 reserved seats for Scheduled Tribes at all India level, more then 15 successful candidates belong to Mina community of Eastern Rajasthan. This result shows that the Minas who constitute just 4.5% of the total ST population of the country (8.42 Crore) have captured more then 40 % of the top class all India services. Now the time has come for de-scheduling of certain STs and sub-categorization of existing STs to ensure that benefits are evenly spread across the actual tribal groups. Discussion 2. In Rajasthan, Gurjers constitute between 5 to 7 per cent of the state's 57million population. Gurjers are present in large numbers in several northern states (10% Indian population) and already in scheduled tribe status in Jammu and Kashmir and Himachal Pradesh. In Rajasthan, Uttar Pradesh, Haryana and Gujarat, the Gurjers are listed among the "other backward classes" and face stiff competition for jobs and colleges places from well-off castes, such as the Jats, who have better social infrastructure.
India's constitution mandates that 7.5 per cent of public sector jobs and places at government colleges be reserved for scheduled tribes, 15 per cent for dalits, formerly known as untouchables, and 27 per cent for "other backward classes” India has more than 6,000 castes and sub castes, 3,743 of which are designated “backward” on the grounds of social and educational deprivation. Scheduled castes represent around 25 percent of the total population of more than a billion people.
Kalu Lal Gurjar, a member of the Gurjar caste and a minister in the Rajasthan government, said the Indian government promised in 1964 to reclassify the group as a scheduled caste.
“At that time, there was opposition from within the Gujjar community itself, because they thought that it would be demeaning to be associated with the scheduled castes,” he said. Later, when the material benefits of being consigned to the bottom of the ladder became more obvious, the mood changed. “The community has been agitating since the 1980s for inclusion,” he said. .Earlier the representatives of Gurjers were shown a note dated August 20, 1981 of the then Congress government of Shiv Charan Mathur, which read "Regarding Gurjers, these people are basically milk-sellers and keep cattle. They are fairly well-off and suffer from no shyness of contact with people of other castes. Also they do not have any primitive traits (for them) to be considered for inclusion in the ST list." The Grjjars have been raising their demand for a long time now. Ashok Gehlot government of the Congress could not accede to their demand as only 26 out of 32 district collectors had responded to the Government query then. It is worth noting that there has been no new addition to the Rajasthan ST list since 1977. It is in this background that Vasundhara Raje’s promise to Gurjers to be inclusion in scheduled tribe status List.

News 5. A funeral like despondency desended on the small town of Lalsot in Dausa district of Rajasthan since five people died here in clashes between the dominant Meena community and Gujjars on June 5, 2007. The town came to a standstill after violent clashes at Ghata village near Lalsot; armed forces had taken over this small town. The violence at Ghata started after a huge mob of heavily armed Meena men (in tens of thousands) attacked peacefully protesting Gujjars (just about 150 villagers) who were demanding their inclusion in the Scheduled Tribes category of reservation. Ramsharan Gujjar, a resident of Digo village, was one of the dead. He was brutally beaten up and stabbed several times by his Meena counterparts in Lalsot till he bled to death. His father, Nathulal Gujjar, and his wailing family, sit outside their small thatched house in Digo with tragedy writ large on their faces. The entire village is mourning. “It's been three days since I heard the news of my son being dead and since then we haven't eaten anything. The Meenas killed my son because they don't want us to prosper. My son and other Gujjars who died in the agitation have become martyrs and their deaths won't go in vain. They sacrificed their lives for a better tomorrow of our community and we will make sure that we get what we deserve,” said sobbing Ramsharan. The rest of the Gujjars around his house raised slogans in support. Sivaram Gujjar, 25, is nursing his bullet injury at the MMS hospital in Jaipur. “I was smoking Beedi with my friends when the police started firing,” he said. “First, we thought that they were rubber bullets but when I was hit on the shoulder, I realised that it was a real bullet. He claimed that before Independence, Gujjar, Meena and Lodh were among the 32 communities listed as criminal tribes. But the Meena tribe has been brought under the ST lists and the Gujjars still remain socially and economically backward. Rajasthan Dev Sena Party and Veer Gujjar Mahasabha have announced their unconditional support to BJP in the Lok Sabha elections; the Rajasthan Dev Sena Dal and the Gujjar Reservation Action Committee have challenged the stand and accused the BJP of doing injustice to the community. A section of the community feels that the political rhetoric would not bring any benefits to Gujjars and the ruling BJP should instead be asked to open more schools and hostels in the Gujjar-dominated areas, besides making recommendation to the Centre for providing the ST status to them. The Dev Sena Party and Veer Gujjar Mahasabha leaders, Gyan Singh and Bhairon Singh, led a delegation which met the Chief Minister, Vasundhara Raje, here the other day and assured her of their support to BJP during the polls. A special mention of Ms. Raje's relationship with Gujjars through her son's marriage in a Gujjar family was made on the occasion. WHY MOVEMENT The Gurjjar community in Rajasthan makes up close to 10 per cent of the total population of the state and not one person would doubt that the community is one of the most backward in the state. The condition of the community In Rajasthan could be judged from the fact that there hasn't been a single Superintendent of Police or CMO from our community, in the past 60 years. In the six eastern districts of Rajasthan, there isn't a single lady MBBS from the community. While statistics about Gurjjars presence in state and central services indicate the level of the development in the community, the plight of the Gurjjar community in Rajasthan goes far beyond the figures. The community is caught in a time wrap. While the rest of the country is progressing at a rapid pace, Gurjjars do not have the capacity to compete. The country is moving forward but a majority of the Gurjjars community from Rajasthan is still forced to live a life similar to the animals we live with. In Rajasthan, the condition of the Gurjjar community is similar to the condition of the tribals living in Central India. Gurjjar villages are cut off from civilisation, they have little access to education, they still follow the same occupations Gurjjars did a century ago and in a large number of our habitations you would not be able to know if we are living in the year 2007 or 1907.

Qualification / Guidelines for the inclusion of communities into the Scheduled Tribes: The government of India does not set specific guidelines for the inclusion of communities into the Scheduled Tribes, paragraph 20.4 of the Draft National Tribal Policy states: “The Lokur Committee evolved certain criteria for the purpose of determining which communities could be classified as Scheduled Tribes: These are indications of primitive traits, distinctive culture, geographical isolation, shyness of contact with the community at large and backwardness. The number of communities classified as Scheduled Tribes as on today is nearly 700. The criteria laid down by the Lokur Committee are hardly relevant today. For instance, very few tribes can today be said to possess ‘primitive traits’. Other more accurate criteria need to be fixed.” Gurjjars qualify under all of them: • Gurjjars stay in groups of villages • Gurjjars have their own Gurjjari language, the first condition for a clan to be called Adivasi. Jammu & Kashmir even has TV programmes in Gurjjari. No district magistrate or officer in Rajasthan is able to understand our language • Gurjjars have a nature-dependent culture. Among Gujjars, felling trees is still considered a sin • Gurjjars are outside the Hindu caste system, and aren't counted among the Brahmins, Kshatriyas, Vaishyas or Shudras. (In his latest book, Arun Shourie writes in a satirical way that today even Gurjjars call themselves Kshatriyas. An author of that repute derides Gurjjar when Gurjjar community compare themselves to Rajputs!, what are Gurjjar community should call themselves! • Gurjjars follow a lot of superstitions and practices, such as tattooing the body • Women are still bought and sold among the Gujjars. There's a women's mandi in Dhaulpur, from where Chief Minister Vasundhara Raja hails. Women from all parts of the state are brought there to be sold. • Gurjjars still build our houses with bushes and wood because we do not have means for better houses. Do not compare Rajasthan’s Gujjars to the Gujjars of Delhi and around. Gurjjars, in Rajasthan, are worse-off; the conditions there are totally different • Gurjjars worship our own gods -- Dev Narayan, Nanhe Bhumiya, Bhairon, Chavan. It's a different system altogether. Nanhe Bhumiya is believed to cure cancer. Hasraj Gurjjar, a two-time MLA from Rajasthan, died of cancer because he didn't want to be treated at a hospital • Levels of literacy among Gujjars are pathetic • Gurjjars have our own songs, dances etc, a sign of tribal culture • Gurjjars depend on fellow Gujjars for help, monetary or otherwise, and hardly interact with people from outside the community, which means our links with society at large have been cut off for long. News 8c.Choronology events • In 1857, the British branded the Gujjars as a criminal tribe as the community had taken cudgels against the colonial rulers. • In 1924, under the Criminal Tribes Act, Gujjars and other tribes designated as criminal tribes were subject to strict regulations. • In 1951, Sardar Vallabbhai Patel got the Act repealed. • In 1954, Meenas’ and some other communities were put in the ST category and Rajasthan’s Gujjars were totally ignored inspite of the fact that Gujjars were Criminal Tribes and their socio-economic condition was equally bad, if not worse. • The first movement for the inclusion of Gurjjars into STs was started in the late 1950s. • Gujjars figured were among the Backward Castes in 1981. • Gurjjars first demanded ST status in 1984 when Shiv Charan Mathur was Chief Minister. Mathur rejected the proposal on the ground that Gujjar were well-off dairy farmers, who also owned land, had no grounds for seeking quotas. He did not mention what was the average size of Gurjjar landholdings and what was the socio-economic condition of the community. He also did not specify if other communities which are presently in the ST category also owned land and what was their condition, compared to the Gurjjar community. • In 1993, the community was included in the list of OBCs. • The movement to include Gurjjars in the Scheduled Tribe was re-initiated around the year 2000. Colonel Bainsla and others moved from village to create ground for a popular movement. • During the campaign for the 2003 Vidhan Sabha elections, present Chief Minister Vasundhara Raje had made a promise to the community on this issue. • Gurjjar community met the present chief minister, Vasundhara Raje, and government officials. • On September 3 last year, Gurjjar community organised a rail-roko andolan at some places. • Gurjjar community met the chief minister and other ministers and put our case forward. Trains were stopped, and the agitation continued for 14 hours. • State government Officials came to Gurjjars place, and community we discussed the issues, and it was decided there would be a meeting between Gurjjar leaders and state ministers. • The chief minister gave us assurances but nothing substantial came about. • At rasta roko abhiyan was announced atleast one month before may 29, 2007 but there were no attempts by the state government to contact Gurjjar community. Not a single official of the state government bothered to contact community. It should be remembered that no organisation can attract a crowd of about two lakh people in 24 hours. • On May 29, about 7 a.m., Gurjjar community assembled at Dudavali, three kilometres from the place where police firing took place. Gurjjars’ decided to carry out a peaceful and non-violent agitation in an organised way. • At about 7:15 a.m., community heard shots being fired nearby. Gurjjar community went to the place and found six people dead. It was said that the officer in charge also fired at a constable, who was a Gurjjar and had raised questions over the unnecessary firing. • The mob reached the place, about two lakh in number. In that tumultuous atmosphere, two policemen died

Frustrated hopes R.D. Gujjar, who heads the Geography Department in Rajasthan University, said that Gujjars were mostly poor, illiterate and culturally isolated. Over the years, they have watched Meenas prosper. Another Gujjar academic pointed out that even if the community was given the benefit of reservation, it would have very few members who would be able to make use of it. The demand for reservation, says R.D. Gujjar, is an expression of frustration in a community that finds itself in crisis with extremely small landholdings and a threatened pastoral existence in the face of dwindling grazing lands. Bacchan Singh Gujjar, a resident of Peepalkheda, recalled that the call for the "chakka jam" (roadblock) was given for 11 a.m. The police firing around seven o'clock that morning was completely unexpected. Ram Niwas was on his way to a temple when he was caught in the firing and died. Villagers alleged that police harassment started the previous night when policemen picked on women and children at random and beat them up. Teejo, a woman in her seventies, said she was sleeping outside her home when policemen hit her on her legs. The police had camped at the Reliance-owned, fancy A I Plaza outlet at Peepalkheda on the highway from May 27. Plaza employees said they witnessed villagers being beaten up around 1-30 a.m. on May 29. "When the situation got out of control, the police ran away. Our plaza got destroyed because the `administration' was staying here. We provided them with food round the clock. They stayed here for three days until the firing," one of the employees said. Angry agitators vandalised the A I Plaza after the police firing, but other private eateries on the road were left untouched. The woes of Peepalkheda and Patoli did not end with the death of six men. As the agitation spread to the nearby districts of Alwar, Sawai Madhopur and Bharatpur, a new adversary emerged - the Meenas. In much of eastern Rajasthan, where the agitation was concentrated, Gujjar and Meena villages lie side by side; in larger villages with mixed populations, the two groups live more or less in harmony. But Meenas, who as a S.T. occupy many of the posts reserved for this category, presumably felt threatened by the Gujjar agitation for S.T. status though they far outstrip Gujjars numerically in the State. >World Prout Assembely Discussion3. The decision to set up a committee headed by a retired High Court judge to consider the Gujjar claim for inclusion in the ST list has brought about the much-needed reprieve. But the BJP government is left with the sticky task of striking a very fine balance between Gujjar aspirations and Meena apprehensions. This is going to be far from easy given the wholesale opposition from the Meenas -- who are numerically stronger and enjoy considerable political clout -- to sharing the benefits that accrue from ST status with any other community. Reclassifying the status of the increasingly restive Gurjers is not in the hands of the State government, with bodies such as the Union Ministry of Tribal Affairs and the Scheduled Tribes Commission having a say before the matter is put up to Parliament. Clearly, Ms. Raje's rash election promise of conferring ST status on the Gurjers has returned to haunt her. Her experience should serve as a lesson on the dangers in recklessly playing the caste card in order to woo voters

News 10 The Meenas, intent on another confrontation with the Gujjars, had been stopped 3 km short of Peepalkhera. But many of them, armed with weapons and lathis, were still in the area, officials said. "I had never seen such a large assembly of people from one community. The number could have been anything between 50,000 and 60,000 and they came in trucks, cars, motorcycles and tractors," Madhukar Gupta, commissioner of Jaipur division, told TOI. Gupta said the Meenas were still camping at the spot and efforts were continuing to convince them to turn back "but they do not seem inclined". He admitted that the departure of Kirori Singh Bainsala, the convenor of the Gujjar Arakshan Sangharsh Samiti, to Jaipur to meet chief minister Vasundhara Raje for talks had been delayed because of the large assembly of Meenas. Bainsla was worried as the Meenas outnumbered Gujjars 2:1. In the event of a confrontation, the Gujjars would have been thrown on the defensive. He wasn’t ready to leave the place as the situation was tense and could have taken an ugly turn any moment.
