Cops on high alert to control any untoward incident in Rajasthan The Gurjar reservation issue is keeping the state police on toes. Taking into consideration the past violent protests, police are closely monitoring any development in the matter. The police and intelligence units are keeping a close tab on Gurjar community after they, led by leader Kirori Singh Bhainsla, issued a deadline to the government to resolve the reservation stalemate. Police at the moment have kept the state armed battalions and reserves on a standby mode and have adopted a wait-and-watch tactic to tackle any law and order situation in eastern Rajasthan and Jaipur in view of the situation. "We are on high alert and have deployed enough men, including the local police and armed constabulary in Hindaun, as a precautionary measure," said Mahender Singh Choudhary, police superintendent, Karauli. Though a Gurjar delegation has been assigned to negotiate with the government in Jaipur, a concern for the police is the possibility of sporadic incidents of violence breaking out in Gurjar-dominated pockets of eastern districts due to the prolonged delay in achieving a solution in the matter. A recent intelligence report had also pointed out that close aides of Bhainsla, including Harprasad, were disgruntled with his leadership and strategies. At least four companies of RAC have already been deployed in Hindaun city. "As of now about 400 Gurjars are assembled at the Karauli college ground and the situation is being closely monitored," the SP added. Earlier in the day, tension prevailed in Hindaun when a group of Gurjar youths started forcing all merchants and traders to shut shops in solidarity with the agitation strike. The police was summoned and later Bhainsla himself had to give his assurance that the community would not resort to any sort of violence at the moment.

Raje says Congress failed to ensure proper legal formulation for the Gurjar reservation bill
Former chief minister and BJP national general secretary Vasundhara Raje has accused the state government of failing to ensure proper and legal formulation of the Gurjar reservation bill and did not even bother to include it in the ninth schedule for legal and constitutional validity. She also claimed that the Congress government was against extending reservation to Gurjars, Banjaras, Garia-Lohars, Rebari and economically backward communities. “If the government had included the reservation bill in the ninth schedule, this situation could have been avoided in the state,” Raje said in a statement. Rajasthan, at the moment seems to be on the brink of yet another Gurjar agitation, the third instalment after 2007 and 2008 when Gurjars launched a massive offensive against the Vasundhara Raje government demanding ST status for the community in Rajasthan. Addressing welcome gatherings in Dhaulpur, Raje also accused the Ashok Gehlot government of shying away from development and progress of the state citing shortage of funds with the state government. She has also claimed that despite the state treasure having funds in excess of Rs5,000 crore when her government made way for the Congress rule in the state in 2008, the Congress government has incurred a debt of around Rs9 crore in the first year. “If the government continues at this rate the state will suffer a loss of over Rs45 crore while the government continues to remain busy with every other aspect except the proper execution of the government policies and projects,” said Raje in a statement. Raje was reportedly given a rousing welcome at more than 200 venues in Dhaulpur. Addressing the gathering which included women and children, Raje also accused the state government of its laid-back attitude in maintaining law and order situation. Local MP and her son Dushyant Singh and district level BJP leaders accompanied Raje during her Dhaulpur tour.

Gurjar march: Thousands reach Mahuwa
The Gurjars continued their march towards Jaipur for the second consecutive day on Wednesday, reaching Pipalkheda near Mahuwa in thousands. They are expected to arrive in Sikandara near Dausa on Thursday. Though the marchers moved peacefully this time, state administration diverted traffic on Jaipur-Agra national highway in Dausa district considering Gurjar agitations’ violent history. Pipalkheda and Sikandara were main centres of violence during agitations of 2007 and 2008 respectively. The Gurjar leaders have assured the government officials and the media that protesters would continue to walk peacefully along the national highway. “If the government insists on diverting its roadways buses, we can’t help that. But we assure all commuters including private taxis and tour operators that they won’t be disturbed by our men,” Roop Singh, a close aide of Kirori Singh Bhainsla told DNA. He added that the Gurjar will continue the walk towards Jaipur, covering 20-30 kms everyday. “We will be in Sikandara on Thursday,” he said. The Gurjars, who camped at Gazipur near Mahuwa after walking down from Hindaun on Tuesday night, began marching towards Pipalkheda with their leader Bhainsla around 11:15 am on Wednesday. After reaching Pipalkheda (over 60-kms from Jaipur) in the evening, the Gurjars decided to camp in tents along the national highway. “We have organised a Ramayan paath at the camp site for Wednesday night,” said Singh. Before taking on the march on Wednesday, Bhainsla addressed his community at Gazipur vowing to continue the agitation until the state government accepted the demand for 5% special quota in jobs and educational institutes for the Gurjar, Banjara, Garia-Lohar and Rebari communities. The state government, too, repeated that it believed Gurjars’ demand was justified, but the quota cannot be granted immediately due to legal aspects. Late Wednesday evening, chief minister Ashok Gehlot reviewed security measures taken to maintain law and order during the Gurjar agitation.

Asked govt to provide help so that traffic is not disrupted With the Gurjar agitation intensifying in the state, concerns have been raised over the security of the North-Western Railways (NWR) tracks. An NWR official said that the state government will ensure safety of the railway tracks as it is the matter of law and order. NWR officials are apprehensive that as in the previous agitations, this time too protestors may uproot railway tracks in Gurjar-dominated areas such as Bandikui. The demonstrators also blocked tracks at a number of places and disrupted traffic, thus causing a lot of problem to passengers. "We have two companies of Railway Protection Force for the protection of the railway tracks. But, as it is a matter of law and order, we have asked the state government to help in guarding the tracks," said the official. However, this time around, Gurjar leaders have constituted a team to prevent any kind of violence during the agitation. But, the railways and state government authorities are not ruling out any violent incidents during the agitation and they are apprehensive about their property including railway tracks. The community has already started its march towards Jaipur to press for their demand for reservation. The march is led by former army colonel Kirori Singh Bhainsla and commenced on April 11. On Thursday they reached Dausa.

JAIPUR: In a new twist to the Gujjar agitation in the state, Rajasthan High Court on Friday directed the state government to constitute a committee headed by a retired high court judge to look into all aspects of the quota issue, including the ongoing agitation.
It also directed the government to take all necessary steps to maintain public order in the state and take action against those who fail to abide by its directions. The order came on a PIL filed by one J P Dadhich, a resident of Ajmer, alleging that during the previous agitations, the Gujjar community had resorted to massive violence.
A bench of Chief Justice Jagdish Bhalla and Justice Munishwar Nath Bhandari further said that the committee shall include a bureaucrat, a social activist, members of the Bar, a parliamentarian or legislator who could help in resolving the issue.
The court asked an advocate, V S Gurjar, to communicate the feelings of the court to the leaders of the community.
The order is being construed as a major relief to the Ashok Gehlot government. The court took a serious view of the fact that the Gujjars once again took to the streets and are blocking national highways despite previous orders by the court to maintain peace. "We expect from the leaders of the agitating community not to take law into their hands. As we have already said earlier, the leaders of the agitating community shall take care that no inconvenience is caused to the public," the bench said.
"On March 25, we had passed a detailed order taking note of the fact that nearly 70 people lost their lives in the agitations apart from serious damage to public and private properties. We passed the order to ensure that such things are not repeated. Therefore, the government was expected to take all necessary measures," the bench said.
In its response, the state government said that adequate measures have been taken to solve the impasse and talks are still on.

जयपुर. राजस्थान हाई कोर्ट ने गुर्जरों के आरक्षण मामले में चल रहे आंदोलन के संबंध में गुर्जर समुदाय के नेताओं से कहा है कि वे कानून हाथ में न लें और ध्यान रखें कि आमजन को किसी तरह की असुविधा न हो। साथ ही मामले के निपटारे के लिए राज्य सरकार को हाई कोर्ट के सेवानिवृत्त न्यायाधीश की अध्यक्षता में एक उच्च स्तरीय कमेटी गठित करने का भी निर्देश दिया है।
मुख्य न्यायाधीश जगदीश भल्ला व न्यायाधीश एम.एन.भंडारी की खंडपीठ ने यह अंतरिम निर्देश शुक्रवार को अजमेर निवासी जे.पी.दाधीच की जनहित याचिका पर सुनवाई करते हुए दिया। खंडपीठ ने सुनवाई के दौरान राज्य सरकार को कहा कि जानकारी मिली है कि किन्हीं जगहों पर सड़कों को बाधित किया जा रहा है और यदि ऐसा है तो सरकार कानूनी प्रावधानों के आधार पर आवश्यक कदम उठाते हुए कार्रवाई करे।
उच्च स्तरीय कमेटी गठित करने का निर्देश
हाई कोर्ट की खंडपीठ ने गुर्जरों के आरक्षण के मसले पर आंदोलन संबंधी मामले के निपटारे के लिए राज्य सरकार को हाई कोर्ट के सेवानिवृत्त न्यायाधीश की अध्यक्षता में एक उच्च स्तरीय कमेटी गठित करने का निर्देश दिया है। खंडपीठ ने राज्य सरकार को निर्देश दिया कि वह सेवानिवृत्त न्यायाधीश के अलावा कमेटी में अफसरों, सामाजिक कार्यकर्ताओं, बार के सदस्यों, सांसद व विधायक व अन्य उचित लोगों को शामिल करे। यह कमेटी आंदोलन के समाधान के लिए सभी विकल्प तलाशें और गुर्जर आंदोलन से जुड़े नेताओं के साथ चर्चा कर जैसा उचित हो वैसे मामले का निपटारा करे। तब तक गुर्जर समुदाय के लोगों से उम्मीद है कि वे कानून को अपने हाथ में नहीं लें।
गौरतलब है कि जनहित याचिका में गुर्जर महापड़ाव के दौरान जनता व सार्वजनिक सम्पत्ति की गुहार की गई थी। याचिका में कहा गया था कि पूर्व के आंदोलन में कई लोगों की जानें गई थीं और सार्वजनिक सम्पत्ति की हानि हुई थी। इसलिए राज्य सरकार आंदोलन से निपटने के लिए पर्याप्त इंतजाम करे।
५% नौकरियां सुरक्षित रख सकती है सरकार
राज्य सरकार ने 80 हजार भर्तियों में विशेष पिछड़ा वर्ग का पांच प्रतिशत आरक्षण अलग रखने की मंशा जताई है। सरकार का कहना है कि विशेष पिछड़ा वर्ग के पांच प्रतिशत आरक्षण का मामला न्यायालय में विचाराधीन है इसलिए उसमें कोई भी परिवर्तन करना संभव नहीं है। सरकारी प्रवक्ता के अनुसार गुर्जर नेताओं की 50 प्रतिशत की सीमा में ही पांच प्रतिशत आरक्षण की मांग ने इस मानसिकता को दर्शा दिया है कि वे आरक्षण के लिए पूर्व में पारित विधेयक, जिसे पूर्ववर्ती भाजपा सरकार के कार्यकाल में पारित करवाया गया था, को ठुकरा रहे हैं।
यह नया नजरिया अचानक किसके इशारे पर व कैसे उभरा, जबकि विधेयक पारित होने से लेकर राज्यपाल के हस्ताक्षर और अधिसूचना जारी होने तक भाजपा के नेता और आंदोलनकारी सरकार पर दबाव बनाते रहे हैं। मामला कोर्ट में होने के कारण विशेष आरक्षण संबंधी विधेयक में परिवर्तन संभव नहीं है।
प्रवक्ता के अनुसार वर्तमान सरकार ने इस संबंध में विधानसभा से पारित विधेयक पर राज्यपाल के हस्ताक्षर होने के तुरन्त बाद ही अविलम्ब तत्संबंधी अधिसूचना जारी कर दी। लेकिन हाईकोर्ट से लगी रोक के कारण राज्य सरकार अगली कार्रवाई करने में असमर्थ हो गई। इस मामले में राज्य सरकार प्रभावी पैरवी कर गुर्जरों सहित रेबारी, बंजारा व गाडिया लोहारों को आरक्षण का लाभ दिलाने के हर संभव प्रयास कर रही है। ऐसे में इन भर्तियों को रोकना न्याय संगत नहीं माना जा सकता।
पिछली सरकार ने गुर्जर नेताओं से समझौते के बाद आरक्षण सम्बन्धी बिल में विशेष पिछड़ा वर्ग को 5 प्रतिशत आरक्षण के साथ आर्थिक आधार पर 14 प्रतिशत आरक्षण का प्रावधान जोड़ा था। सरकार एवं गुर्जर नेताओं को भी मालूम था कि सुप्रीम कोर्ट के निर्णय के अनुरूप 50 प्रतिशत से आरक्षण अधिक हो ही नहीं सकेगा फिर भी ऐसा विधेयक क्यों पारित करवाया। वर्तमान सरकार ने शासन में आते ही विशेष पिछड़ा वर्ग के आरक्षण सम्बन्धी मसले को सुलझाने के लिए पूर्ण गम्भीरता दिखाई।
मुख्यमंत्री पर भरोसा नहीं : बैसला
गुर्जर आरक्षण के लिए कमेटी बनाने के अंतरिम आदेश पर बैसला ने कहा है यह सरकार और हाईकोर्ट की मिलीभगत है। ताकि गुर्जरों के आरक्षण के मुद्दे को टाला जा सके। उन्होंने गुर्जरों से कहा है कि वे जयपुर कूच न करें। जो जहां है, वहीं पड़ाव डाल दे। बैसला ने देर रात भास्कर से बातचीत में कहा कि वे हाईकोर्ट के आदेश का सम्मान करते हैं। लेकिन वे यह भी कहना चाहते हैं कि गुर्जरों के संबंध में पूर्ववर्ती सरकार ने जस्टिस चौपड़ा कमेटी बनाई थी। फिर अब नई कमेटी बनाने का क्या औचित्य है। राज्य सरकार द्वारा विशेष पिछड़ा वर्ग के 5 प्रतिशत आरक्षण को अलग रखते हुए 80 हजार भर्तियां करने के सवाल पर बैसला ने कहा कि हमें मुख्यमंत्री पर भरोसा नहीं रहा।

जयपुर, जागरण संवाद केंद्र। गुर्जर आरक्षण आंदोलन मसले पर राजस्थान उच्च न्यायालय ने राज्य सरकार को उच्चाधिकार प्राप्त कमेटी का गठन करने के निर्देश दिए हैं। साथ ही आंदोलनकारियों के इस कमेटी से ही बातचीत कर मसले का उचित हल निकालने की दिशा में प्रयास करने की बात कही हैं। मुख्य न्यायाधीश जगदीश भल्ला और मनीष भंडारी की डबल बेंच ने याचिकाकर्ता जेपी दाधीच की ओर से पेश की गई याचिका पर शुक्रवार को यह फैसला सुनाया। मुख्य न्यायाधीश ने पूछा कि आंदोलनों के दौरान जगह-जगह लगे जाम पर सरकार ने कार्रवाई क्यों नहीं की? वरिष्ठ अधिवक्ता एसआर बाजवा ने बहस के दौरान बताया कि कानून में आरक्षण संबंधी विषय पर उचित प्रावधान हैं फिर भी राज्य सरकार आंदोलनकारियों के खिलाफ कार्रवाई क्यों नहीं कर रही। इस पर महाधिवक्ता जीएस बाफना का तर्क था कि सरकार ने आंदोलन को रोकने के लिए सभी उचित कदम उठाए हैं। अभी तक कोई विशेष घटना नहीं हुई है। केवल यातायात को दूसरी तरफ मोड़ दिया गया है। यदि उच्चाधिकार प्राप्त समिति का गठन किया जाता है तो कोई आपत्ति नहीं है। तर्को से सहमत न्यायालय ने राज्य सरकार को निर्देश दिए कि वह अवकाश प्राप्त न्यायाधीश की अध्यक्षता में उच्चाधिकार प्राप्त समिति गठित करे जिसमें प्रशासनिक अधिकारी, वरिष्ठ अधिवक्ता, सांसद, विधायक, सामाजिक कार्यकर्ताओं को सदस्य बनाया जाए। इधर, गुर्जर समाज ने शुक्रवार को भी अपना जयपुर कूच जारी रखा। कर्नल किरोड़ी सिंह बैंसला के नेतृत्व में आगरा रोड से आ रहे गुर्जर दौसा जिले के सिकंदरा तक पहुंच गए हैं। इसी बीच सरकार की ओर से गुर्जरों को मनाने के लिए दो वरिष्ठ अधिकारियों ने बातचीत की। लेकिन वे अपने आंदोलन पर अड़े हुए हैं। बैसला के आह्वान पर टोंक, नागौर, अलवर, अजमेर से भी गुर्जर जयपुर की तरफ आ रहे हैं। सरकार ने गुर्जरों के जयपुर कूच को देखते हुए सुरक्षा व्यवस्था कड़ी कर दी है।

KS Bhainsla declines 'mere assurances' from government; march to Jaipur continues The state government reinitiated attempts to bring Gurjar leader Kirori Singh Bhainsla to the table on Thursday, but failed. After declining to have "mere assurances" on the Gurjars' 5% quota demand, Bhainsla continued his march towards Jaipur and reached Pancholi (15 kms ahead of Patoli) near Dausa with over a thousand supporters by Thursday evening. The state government is likely to disclose its cards on the issue in the wake of the Gurjars' renewed demand for special quota before the Rajasthan high court on Friday. Bhainsla and his supporters now want 5% quota for Gurjars, Rebaris, Garia-Lohars and Banjaras within the 50% limit. For that to happen, the state government would have to cut from quota shares of other reserved categories in the state. Meanwhile, the Jaipur-Agra national highway stretch between Mahuwa and Dausa bore a deserted look for the second consecutive day on Thursday, as the state administration continued to divert traffic as a precautionary safety measure. The state government once again sent Karauli Collector Neeraj K Pawan to Bhainsla on Thursday morning for restarting the talks that broke down last Monday night. Pawan and Bhainsla had a closed-door meeting for more than an hour at Pipalkheda where the Gurjars were camping since Wednesday night. The two sides, however, failed to reach any agreement as Bhainsla emerged out of the room telling his supporters to continue the march towards Jaipur. Bhainsla is slowing gaining support from his community in other parts of the state too, as Gurjars from Kotputli, Shahpura and Viratnagar in Jaipur district headed to join Bhainsla at Pancholi on Thursday. Gurjars from Alwar, Ajmer and Tonk districts are also marching towards Jaipur in small groups. Home minister Shanti Dhariwal, meanwhile, took a meeting of police top brass at the secretariat late Thursday evening.

Govt mulls new bill to end quota stir :
May follow Tamil Nadu model; separate 14% quota to EBCs and 5% to Gurjars from the existing bill Will the state government consider bringing in a new reservation bill to end the Gurjar agitation? Among the options being worked out by the government for a legal remedy to the quota agitation is a proposal to rework the quota bill without reservation to the economically backward classes (EBC). The proposal suggests that 14% reservation to EBCs clubbed with 5% quota to Gurjars be separated from the existing law. This would bring the reservation in government jobs in Rajasthan down to 54% from 68%. Before the new law was passed in 2009, there was 49% reservation in government jobs in the state. Supreme Court arbitrator Surat Singh who held talks with the Gurjar delegation and chief minister Ashok Gehlot in Jaipur on Saturday admitted that this is a legal option provided the state government decides to go with it. The state government has so far suggested that it would withhold 5% of government vacancies. The government's argument was that if the court allowed reservation to Gurjars under the new law then the vacancies withheld by the government could be filled up with Gurjar candidates. "There are several cases where the doctrine of severability has been admitted by the court; under same format, two decisions clubbed together can be separated for a workable solution to an issue," he told reporters at energy minister Jitendra Singh's residence where the talks were held. Surat was the consultant to late governor SK Singh who had signed on the reservation bill accommodating the interests of Gurjars and EBCs. He said that the apex court allows for relaxation in reservation law (when it exceeds 50%) in special circumstances. Former BJP spokesperson and advocate Kailashnath Bhatt said that the state government could have safeguarded Gurjar interests in the exiting bill. "The government had to include the law under the 9th schedule of the Constitution that offers the reservation bill constitutional indemnity; why did the government not include it the 9th schedule?" he asked. Bhatt said that the Tamil Nadu government has been offering 69% reservation in government jobs under the same provision

Studying legislation of other states where reservation exceeds 50% Facing heat on the issue of reservation to Gurjars, who have hit the roads pressing for their demands, a hard-pressed state government is evaluating the provisions and legislations adopted by some states where quota has exceeded 50%. A day ahead of the hearing of the matter in the Rajasthan high court, legal experts from the state also held a series of parleys with top legal luminaries and Constitutional experts to explore various options available with the government at this stage. Though sources in the government maintained that the government was open to the option of drafting a new bill granting 5% reservation to Gurjars and a few other classes, some legal and Constitutional experts were apprehensive under the circumstances, when a decision on the related bill was already pending in the high Court. Rajasthan advocate-general GS Bapna, however, declined to elaborate on the issue saying, ``The matter is already pending and it would not be appropriate to talk over government's stand before the court. The government's stand on the issue has been to defend the validity of the Act." Last year, a division bench of Rajasthan high Court had stayed the Gurjar reservation act, while raising questions over the validity of its provisions which exceeded the prescribed 50%. The court had restrained the state government from providing more than 50% reservation in jobs and admissions. The interim order, which was passed on a PIL, stalled the execution of the provisioned 5% quota for Gurjars, Banjaras, Garia-Lohars and Rebaris and 14% quota for the economically backward classes. Later, while requesting court to vacate the interim stay, the state government had contended that apex court in its judgement in Indira Sawhney matter had permitted crossing of 50% limit of reservation under special circumstances. The existing 69% reservation in Tamil Nadu and 52% reservation in Maharashtra were cited in favour of increasing the reservation to 69% in Rajasthan.

State Pulse: Tamil Nadu: Revival of TN Upper House
The decision to abolish the Council was taken by MGR and ratified by the Assembly on 14 May 1986 after he failed to send a party sympathizer, film and TV artiste, AB Shanthi as its member- Insaf The DMK government in Tamil Nadu is finally going to fulfill its promise made in the late 80s. It is all set to revive the Legislative Council, abolished on 1 November 1986, by the then AIADMK government under MG Ramachandran. On Monday last, Chief Minister M Karunanidhi got his resolution in favour of the Council passed by 155 votes against 61 in the Legislative Assembly. The Council had its roots in the Madras Legislative Council of the pre-Independence days when it was a presidency. It functioned as an Upper House for decades and even had Congress' C Rajagopalachari and DMK's CN Annadurai as members, when they were sworn in as CMs. The decision to abolish the Council was taken by MGR and ratified by the Assembly on 14 May 1986 after he failed to send a party sympathizer, film and TV artiste, AB Shanthi as its member. Though the DMK made various attempts to revive the Council, it failed to secure the requisite majority. Now, that Karunanidhi has fulfilled his promise of reviving the Council, he must be serious about its composition and ensure it is truly representative of the Elders. It should not be a House to distribute patronage or to bring in daughters, son-in-laws, nieces, et al. Khap Panchayats ultimatum The khap panchayats of four States are all set to take on the Centre and the law courts. Its members have threatened a protest march to Delhi if the Hindu Marriage Act was not amended to ban the same gotra (sub-caste) marriages. On Tuesday last, a Maha Khap Panchayat, claiming representation of 36 khap panchayats spread across Haryana and parts of Uttar Pradesh, Rajasthan and Delhi was held in Kurukshetra. It condemned the landmark judgement of a Karnal court, which had sentenced five persons to death for the murder of a young couple for marrying in the same gotra. Additionally, it decided to challenge the verdict in the High court. This apart, the panchayats resolved to make it compulsory for parents of youth getting married, as well as the sarpanch to be witness to weddings and demanded a Lok Adalat status for themselves. A 51-member committee said it would soon announce the date for its protest to Delhi. Many may have reason to agree with the khap panchayats as the Parsi community is slowly but surely disappearing. Nothing can save it but marrying outside the gotra. Gurjars on warpath The Gurjars in Rajasthan are on the warpath again. They have decided to step up pressure on the Ashok Gehlot Congress government to fulfill their long-pending demand of five per cent reservation in State jobs. On Monday last, the Gurjars led by Kirorisingh Bainsala and his Gurjar Aarakshan Samiti embarked on their plan to lay a siege on the State capital, Jaipur. For starters they organized a mahapadav (sit in) in Hinduan, Karauli district, about 150 km from Jaipur. The step was taken as the first round of talks with Gehlot before starting the agitation had ended in a stalemate. The Samiti is now hell-bent on "cutting off all access to the capital." However, the government is trying to calm tempers down and has assured the Samiti that it would hold off five per cent of the government recruitment, till the High Court stay on the law granting Gurjars reservation was vacated. The question is will it suffice, as the previous BJP-government was unable to keep its word. Custodial deaths on rise Custodial deaths are on a disturbing rise. The number of deaths has increased by 41.66 per cent since the UPA government came to power in 2004. This includes 70.72 per cent increase in deaths in prison custody and 12.69 per cent increase in deaths in police custody. The State which heads the list is the country's financial capital, Maharashtra with the highest number of custodial deaths-246 in 2009 followed by Uttar Pradesh (165), Gujarat (139), West Bengal (112) and Andhra Pradesh. These startling revelations were released in a report "Torture in India 2010" by the Asian Centre for Human rights (ACHR) released on Tuesday last. Importantly, the report notes that if an American journalist Joel Elliot could be tortured by the Delhi police in October 2009, "what would happen to the aam aadmi?" Will the Centre and State governments please pay heed? -INFA

To stay put in Sikandara till govt accepts quota demand The Gurjars have decided to convert their march towards Jaipur into an indefinite mahapadaav (sit-in) at Sikandara near Dausa. Thousands of Gurjars under their leader Kirori Singh Bhainsla moved from Pancholi to Sikandara on the Jaipur-Agra national highway late on Friday evening. "We will camp here till the state government accepts our 5% quota demand," Bhainsla told DNA. Reacting to the high court's directive to the state government to constitute a committee for defusing the situation arising out of the Gurjar agitation, Bhainsla said, "We welcome the court decision and hope the government will make sincere efforts to meet our quota demand." He added, "Our mahapadaav at Sikandara will be decisive." Bhainsla renewed his demand about ceasing all government recruitments until courts resolve the reservation issue. "The state government should either grant us reservation in jobs in accordance with the reservation Act of 2009 or just cease all recruitments till the matter is settled by the courts," Bhainsla said. The Gurjar leader's close aide, Roop Singh said that the community would remain on an indefinite sit-in at Sikandara till the state government accepted the quota demand. "We will camp here and wait for the state government's next move," Singh told DNA. Gurjars continued their march towards Jaipur on Friday. Small groups from Alwar, Ajmer and Tonk made their way toward the capital, but are now likely to head for Sikandara to join Bhainsla.

Bhainsla says community’s patience running out on reservation issue
Even as the Gurjars’ mass sit-in at Sikandara has begun to pinch local businesses, agitation leader Kirori Singh Bhainsla has announced mahapadaav along another road link in eastern Rajasthan. Participating in a religious function at village Moroli near Bayana, Bhainsla urged the community members to start an indefinite mass sit-in (mahapadaav) at Gurjar stronghold Mehrawar from Thursday. Mehrawar is the chief village of Gurjars along the Bayana-Hindaun road, which serves as key business route between the two prominent towns in Bharatpur and Karauli districts. Further, the village is barely three km from Pilukapura railway tracks, the ground zero of violent Gurjar agitation of June 2008. Addressing hundreds of Gurjars who assembled for the annual religious fair at Moroli on Wednesday, Bhainsla hit out at the state government saying its intentions appeared impious as far as granting special quota to the community was concerned. The leader said he would like to continue the agitation in a peaceful manner but cautioned that the agitating Gurjars’ patience might wear out if the government failed to reach a concrete agreement over the quota demand. “After all, how long will the Gurjars wait?” he said. Meanwhile, the Gurjars’ sit-in along the Jaipur-Agra national highway at Sikandara near Dausa has started hurting the local economy of the region. Since April 13, the state government has diverted all traffic between Dausa and Mahuwa as a precautionary measure. As a result farm and dairy produces, on which the local economy thrives, are not being transported out. Petty shopkeepers, vendors and dhaba owners are the worst affected. Movement of people in the region has almost ceased. Even minibuses and SUVs have stopped plying.
