The three Sugestions of Chopra committee on 18 December given below although he did not said anything about inclusion in ST status but it is 100% supporting,He questioned the criteria of inclusion ,at present no one can full fill the crieteria;the report is following
1. Scrapping of the criteria’s The Committee suggests scrapping of the criteria’s used so far to include any class of people in the list of Scheduled Tribe as these have become ‘obsolete and outdated’. We asks the state government to request the center Govt about change in criteria’s used for inclusion in ST status ,today the criteria’s are outdated and obsolete. And could stand judicial scrutiny and enable future commissions or committees appointed by the government to examine the issue with exactitude and reliability.. The criteria’s should be clear and new applicable to present status, the criteria’s should be decision making to the future committee or commission if constituted in future by govt. “The state government should convey to the Center that a national debate should be initiated on the existing norms for according ST status to any community. It should impress upon the Center to that certain criteria should be abrogated as they had become outdated.”
2. Provide special packages The Rajasthan Govt is advised to take immediate steps to set up a board to attend to the problems faced by the people living a life of abject poverty in inaccessible and remote areas like ravines, forests and hills where development has not yet reached as these are the places where most of the backward among the Gurjjars reside .The development of remote and inaccessible areas where Gurjjars live should not wait for the outcome of a classificatory exercise, for these areas special packages for development should be initiated. By this package (1) Emphasis will have to be paid on building roads to link the communities living in underdeveloped and remote areas with the mainstream (2) motivating the children of these families to get educated (3) improving health and hygiene of their members through provisions of drinking water, immunization against major illness and better care of children and of the aged
3. Work should be with Effervescence (zeal) and promptness For this purpose, the government should benevolently allocate sizable funds for a reasonable period of time by reprioritizing its developmental activities, rather then include in the already ongoing programmes
Cabinet of Rajasthan Govt
After discussion on above report in the president ship of CM Smt. Vasundhara Raje, the Cabinet of Rajasthan state's BJP government decided to forward the report to the Center without any comment or recommendation of its own on the 294-page report.
The state cabinet announced the setting up of a four-member committee to prepare a special package for Gurjjars based on the committee's report. The committee will be headed by BJP Treasurer Ramdas Agarwal and have three ministers G S Tiwari (Education), Digamber Singh (Health) and Madan Dilawar (Social Justice and Empowerment).This four-member committee would submit its report before the budget session of the assembly.
In fact, the report suggests that under the criteria for ST status in the constitution, prescribed 60 years ago, hardly any group will qualify today The committee is of the view that the existing criteria to classify a particular community as ST should be replaced by quantifiable criteria that are relevant in the present context and could stand judicial scrutiny and enable future commissions or committees appointed by the government to examine the issue with exactitude and reliability..

Gurjjars threaten stir, knock at Rajnath's door
Meanwhile, Gurjjars threatened to launch afresh a stir even as BJP high command promised to talk to party's government in the state to resolve the matter. Soon after the Justice Jasraj Chopra committee submitted its report to the Rajasthan government, a delegation of Gurjjar leaders, headed by NCP Rambir Singh Bidhuri, met BJP president Rajnath Singh here to seek his intervention in the matter. Bidhuri said after the meeting with Singh that Gurjjars would launch nationwide stir to press the demand for grant of ST status to the community. "The agitation will not confine to Rajasthan but will spread to other parts of the country if our demand is not met immediately," he said. Singh said he would talk to Chief Minister Vasundhara Raje on the issue. "Justice Chopra committee has just submitted the report and the state cabinet will decide on the issue. The CM is coming here tomorrow and I will discuss with her the matter," the BJP chief said.

The factions opposing Colonel K.S. Bainsala have blamed him for the defeat of Gujjar stand. Rival faction leader and expelled BJP MLA Prahlad Gunjal said: “We have been saying no one should believe Col Bainsala, who is under the influence of the state government, which has played with the sentiments of the community. The agitation will be launched within seven days to force the government to accept our demand.” The cabinet also discussed the suggestions made by the Chopra committee According to the report, the Gujjar community does not fulfil the criteria required for granting of ST status. These include primitiveness of culture, permanent shelters in the forests, untouchability, a feeling of being inferior in society, unique traditions, polygamy and backwardness. The commission said it would not be possible for it to recommend ST status for Gujjars as the statistical data of the community’s socio-economic conditions do not merit granting of such a status.
Government did not fulfilled promise ;Col (Retd) Kirori Singh Bainsla
Criticizing the report, Gurjar leader Col (Retd) Kirori Singh Bainsla told reporters that "it is a farce and betrayal of million of Gurjars who trusted both the Chief Minister(Vasundara Raje) and Justice Chopra." "What you saw(protests) early this year was only a trailer and the real film will now follow," Bainsla said in harsh comments suggesting that the Gurjars may take to the streets. Bainsla said Gurjars would not accept anything except ST status for which the community would revive its agitation. "26 people have sacrificed their lives during Gurjars' ST quota movement. How could we forget them?", he asked. Bainsala held an emergency meeting of his core group of leaders in Jaipur to discuss the situation arising out of the Chopra committee's findings.he said that we are deceived now they (Prahalad Gunjal and Atarsingh bhadana) can lead the agitation

Pushker 18 December,the coordinator of Gurjar Arakshan Sangharsh Samiti,MLA Prahalad Gunjal Made allegation to Chopra that he has prepared this false report according to Govt’s desire, he made warning to Govt that either send the supporting letter till 20 december otherwise we will start mahaparav on 21st of December in Jaipur.He said that we will welcome baisla to participate with us but we will not allow him to lead or include in decision making committee.

New Delhi 18 December , Congress MP Sachin pilot said that If state govt recomonded he would have talk to center,for ST status of rajasthan gurjars,on this issue he said that Vasundhara Govt has made the Chopra commission under pressure to prepared this desirable report We Cancel this report ,the state govt is making fool the gurjars on name of committees and commissions,The agitation will continue till demand fulfilled he said the agitatin will be nonviolent.

According to news of gurjar leaders the Chopra committee was set 7 months back by Govt of Rajasthan to overcome the crisis of Gurjers agitation and opposing Meenas, The decision was already decided to make satisfy both the communities, Hence Chopra committee was formed probably making false commitment to Col. Baisala, at the time to overcome the crisis. The Govt. took Col.Baisala in the confidence and made agree him to Inquiry by Chopra, after 8 months when the report came Col bainsla was shocked as he was not thinking of deceived, as he said in his own words that we are deceived his belief.
According to MLA prahalad Gunjal the decision, not to considering the gurjers in ST category was directed by Govt. Sufficient proofs were provided by gurjar community and Col. Bainsla, was set a side by chopra committee. But Justice Chopra reported as directed by govt., he said that the Chopra Committee is bundle of lie.
The BJP is Hindu based party it will not annoy any caste; the future of political party is totally depends on the votes. You can see many decisions of court were challenged by votes (like shahbano case was according to constitution of India when Muslim community Challenged the Law the law was changed by parliament) When all India Gurjers are considered The gurjar votes are 10%(about 10 Crore) ,The Gurjers in Jammu and Kashmir and Himachal are already in ST category, Now when we look in the matter of Rajasthan, state gurjers deserves ST status But as the fear of meena communities political pressure the Govt cant do whatever wants, although The Present CM Smt.Vasundhara before becoming CM, Promised to Gurjar community for ST Status reservation, for which gurjers were struggling since previous Congress parties Govt in state. at the time of promise she was not aware that there will be so strong reaction in Meena community against inclusion of gurjers in ST category.
Now on opposition of gurjar agitation by meena community the aim of Govt of Rajasthan was to search solution to make both communities satisfied, because meena community constitutes 15% (75 Lakh but only in Rajasthan)and gurrjars7% (38 Lakh in Rajasthan) of population ,the State Govt will not annoy the meena community, hence will never recommend ST status for Gurjers on the basis of state votes, on other hand if BJP party considers the central level then the consideration of 10 Crore(10% of population of India) becomes more important. The gurjar community Constitutes above 10,000 votes (decisive vote to defeat or win)in at least 35 constituencies out of 200 constituencies of Rajasthan. at present there are 6 gurjar MLAs including one minister and two MLAs Mrs. divya.singh from Bharatpur and Mr. madanmohan singhal from Kaman Bharatpur are dependent on gurjar votes,on the Meena community side there are 31 MLAs including two ministers. Now Whole thing depends on Unity of all India gurjars,to make pressure over central level. Hence the next strategy of Gurjar Leaders is to make pressure from all over India, in this reference

Although the opposition of Gurjers By Meena community was not so strong as previous agitation this was only on political leadership, and most of was in the form of threatening to Govt to withdraw the support .Now the gurjar leaders in Rajasthan will be united as yesterday Col.Bainsla declared to lead the agitation by the other Leaders, and he accepted the Cheating of Govt.actually this is not the fault of Govt instead of due to vote balance is against gurjers.
Now the gurjar leaders are supposed to show the unity of votes in all India. As Many Gurjar and Meena leaders already stated that the political parties are dividing the two brotherly castes, to seek the votes, no party wants to provide any thing to anybody but it is only vote politics that is important to political parties. In the Democracy, the community who will able to provide united votes, the parties will sing the song of those community.you may say " More persons making more loud the voice more heard by politicians"

So...what should be the strategy of agitation in the future according to you ? Should we wait for anything more in this ......if not what should a normal Gurjar personal do for now......I guess i am talking about you and me and thousends our educated friends. I think now its order of the day for whole community among all over the world to raise voice for reservation in Rajasthan because they deserve it honestly. what should be exect way of doing towards the reservation in Rajasthan for every Gurjar with a non voilet manner...make a plan for that and we should spread this news to every one through all channels i.e media, internet, hordings etc. etc... So that every one will come to know that we are (all Gurjars) united and not going to leave it unless we get it.....

Dear Brother Naren, Ram Ram The Experts of Community matters are thinking it since last many years,The achievement of Justice may be delayed ,but never unattended, "Bhagwan ke Ghar (bhi) der hai ,andher nanhin hai" The Social thinkers like Col.Baisala,Sachin Pilot sahab,MLA Prahalad Gunjal,MLAAtarsingh Bhadana,Mr Rambir singh Bidhuri and many others are Doing appreciable and they are specialists of this area.
We must pray to god to remain this agitation non violent,Today the non violence way is the theme of any agitation to be successful, otherwise the violent movement losses its momentum in a little period.The Khalistan demand,Naxlites violence,Kashmir issue are one of from violent movements you can see what happened to them. the only thing we can do is to making aware of gurjars about this issue , make them aware about nonviolence and importance of unity,although it is boring and difficult way for some but when they will understand its importance,they will appreciate it, the FIR lodged against gurjar youths are harassing, and if on large scale they will engage youth (the highest energy level)in solving the police cases,(Deep se Deep jalate chalo)we should do whatever our leaders say unitedly in democratic way,and if we can help them we must do.

According to Dainik Navjyoti Hindi news 19December Delhi, Central ministry for scheduled tribes has questioned over Authenticity of Chopra commission, The ministry clearly provided indication that it will not consider on chopra committee report, The ministry questioned how the state Govt constituted without consulting center and on which authority chopra committee is recommending the amendments in criteria’s of eligibility of scheduled tribe. A senior officer of ministry said that according to the 238(9) section of constitution, the state Govt can not take decision about schedule tribe or caste in matter of any major policy without taking permission of center Govt. The minister of ST matters Mr.P.R.Kindia said that without the recommendation and cause to provide ST status, the report sent is useless.

Question; when and where did you start reservation agitation?
Answer; We started the reservation agitation in 1996-97,with small meetings, after that we started Nukkad(point) meetings, In 1999-2000 we started first time large meetings in Dausa,Karauli,Sawaimadhopur,Dhaulpur Bharatpur.On 3 September 2006 we Started strength display, blocking rail line in Hindaun city for 17 hrs.Inspite of that we were not listened hence be blocked the National highway at Peepalkheda Patoli as a Extensive Demonstration. Captain Harprasad tanwar, Gajrajsingh devlen, Sahab singh, Harbhan and Captain Bhimsingh were my close associates.
Question; in start of agitation which type of difficulty you faced
Answer; In starting most of persons did not help me. The Mavai of Tali helped me much as well Bainsala, Khatana, Binderwas, f*gana etc helped me. The difficulty in start was this that they (gurjers) were not able to understand the meaning of reservation, two years passed to make them understand. During this period we started talk of reservation in marriages other social ceremonies and festivals; we were in deficiency of money because the only source for expense was my pension money. The political persons always kept me on target while my wish for election was not on that period or not on today.
Question; during this period what type of problem and challenges you face?
Answer; Some person’s leaves and some new persons join the movement as usual, for these situations every body should remain ready, we are also with these problems, and are ready for struggle.
Question; One day before you said, that Chief Minister has deceived you?
Answer; According to Chief Ministers promise about sending the ST status recommendation to center I promised to Gurjers, I was disappointed with Govts decision but now I am recovered. Now I will fight with the Zeal as previous, now I am ready for every type of sacrifice, I am that scarifying bainsla,that was in Patoli.I will struggle till reservation to gurjers not Achieved. Now we will not care of any caste or class, we will achieve reservation
THIRD STAGE OF AGITATION STARTED
Bhasker news 19 December Shreemahaveerji, The annoyed gurjars from Chopra committees report Burn the effigies of CM and Justice Chopra, the youth of gurjers said that the repot of Chopra committee is false and has prepared according to Govt’s desire. They arranged the Journey of dead body of effigies (CM’s and justice Chopra’s) through main market before burning of effigies. Mahuibrahimpur, /Hindauncity/Kanjoly, after the news of said false report hundreds of community persons come on roads at different places and shouted slogans, burnt effigies and blamed on CM and justice Chopra for their injustice.

ULTIMATUM of COL.BAINSALA
Ultimatum of Col.bainsala has been issued to state Govt, stating that send the report within two days otherwise gurjars will repeat the History. Bainsla told to the correspondents of various newspaper that this is the breach of contract between gurjars and Govt not sending the recommendation letter stating ST status to gurjars, the Govt has deceit us and the gurjars will take revenge of this leading to wiping of BJP from nine states of gurjars .he again said that we will repeat the history Col.Baisala told to Correspondents about the agreement of 4th June 2007 which was three points 1. The chief minister herself will meet to prime minister and will recommend for ST status of Gurjars 2. The state Govt will recommend to Gurjars about ST status from State Govt’s side 3. in the president ship of the Retd. High courts Judge the committee will make the report that will provide extra strength to the recommendation
Col bainsla made ultimatum also to Gurjar leaders, gurjar representatives those who are in state Govt and BJP, if letter not sent, he said after resignation the GURJARS will not remain in BJP and will quit the relations from party.
NATIONAL MAHAPNCHAYAT On 13 January 2008 in Bayana, Bharatpur To decide the future strategy of agitation Col.bainsala declared NATIONAL MAHAPNCHAYAT on 13 January 2008 in Bayana, Bharatpur. In this reference he made appeal to the community to reach in maximum strength. The Mahaparav in Jaipur will be on 21 January 2008, and all gurjars will participate in it

Till someday back Con. Bainsla was faithfully favoring the Govt, today saying that Govt had Deceit(cheat) us, On other side the Govt refuted saying that we didn’t made any promise to Bainsala,The report as prepared by Chopra committee has sent to center.
RESULT The rope pulling (Rassa kasi) will lead to agitation. According to the language of bainsla the agitation may be violent
State Govt. V/S Center Govt.
According to the Center Govt without recommendation of state Govt the report is meaningless, the state Govt would have been told by state advocates? (Advocate General).And if told then the state Govt is sending the report only for formality (tabulation, Khana purty, to making fool of Gurjars)
RESULT If state Govt and Center Govt remains obstinate then the report will be in Dustbin, and the demand of gurjars will cause to weep to Govt

This is not possible, that all person think alike,the human is made different by nature (God).every human solves the problem in its own way,for solution of a problem everybody uses its own criteria . Hence gurjars are not exception. But one thing is very clear that both groups are fighting for same target and both have its own effect.
As we have read in history that During freedom fight there was two groups of Indian leaders By 1907 the party was split into two halves: the Garam Dal of Bal Gangadhar Tilak, or Extremists (literally "hot faction"), and the Naram Dal of Gopal Krishna Gokhale, or Moderates (literally "soft faction"), distinguished by their attitude towards the British.later on mahatma Gandhi belonged to Naram dal(non violence group).in Revolutionary's Chandrashekhar,Bhagatsingh,Subhaschandra Bose and many more
Mahatma Gandhi ji withdrew the non-cooperation movement after the Chori Chora incident in which some constables were burnt alive by the agitating mob. The non-cooperation movement was at its height and the Mahatma suddenly withdrew it. Despite stopping a national revolt single-handedly, Gandhi was soon imprisoned for two years for publishing seditious materials. The British judge who passed the sentence was shaking with emotion of admiration, and said he would himself be the happiest if the government released Gandhi.
Although most Congress leaders remained firmly behind Gandhi, the disillusioned broke away.
The Ali brothers would soon become fierce critics, and Motilal Nehru and Chittaranjan Das formed the Swaraj Party, rejecting Gandhi's leadership. Many nationalists had felt that the Non-Cooperation Movement should not have been stopped due to isolated incidents of violence, and most nationalists, while retaining confidence in Gandhi, were depressed.
Contemporary historians and critics suggest that the movement was successful enough to break the back of British rule, (kuchh itihaskar mante hai ki successful andolan ne british rajya ki back bone tod di thi) and possibly even result in the independence most Indians strove for till 1947.
Everyone was stunned but the Mahatma insisted on withdrawing the movement as people could not remain non-violent. Mahatma was right.
Once violence is legitimized it multiplies and spreads like wild fire. If the Mahatma had not insisted on withdrawing the movement, the violence would have spread and given a chance to the British to suppress it ruthlessly on one hand, and violence would have found national acceptance,

on the other. Its long term repercussions on the process of nation building would have been extremely negative.
Hence here Con baisala is like Mahatma today to prevent spreading of violence.Although he stopped the movement at the peak in the june and octover but only gurjars were died upto that time , the property loss done by Gurjars on the revenge may be acceptable. if Gurjars have attacked on meena the state govt may have given the chance to cruelly Ruthlessly attack on gurjars. We must understand the fact until all India gurjars(10to15 Carore) are not on the same front no any party will be in favor of state gurjars because in Rajasthan according to govt gurjars are 5% and meenas are 15% ( Reason we have 6 MLA and Meena brothers have 31 MLA) Hence any of political party will never enter in this deficient business(5%/15%) {{Now according to chopra committees report gurjars are estimated to be 10% of state population}}
Even Honorable supreme courts judge Passed a order to file the cases against Gurjars for property loss ,Nobody was cared for deaths of Gurjars,now can we imagine that if violence would have spread and given a chance to the state to suppress it ruthlessly , and violence would have found national acceptance for violent Gurjars, nobody was there to take favor of gurjars like terrorists in J&K and Naxlites in other states. The fact about Gurjars is to become violent ,in non violent Jail Bharo Andolal of Octover Gurjars uprooted rail lines in Bharatpur again, then Mrs Vasundhara Raje CM of state ,Sent Con Bainsala from jail to interrupt in violence at Bharatpur ,and Con bainsala Declared to stop the agitation, He believed on Governments promise in spite of 99% of Gurjars were not agree. Because of Favorable to Government Con Baisala is used like Safety Valve By Government , Hence In spite of even 90% gurjars are against Col.Bajnsala, Govt makes All talks with bainsala and Media provides coverage. On the other hand Mr Gunjal and Bhadana are supported by 90% Gurjars,but Due to violent nature they are not accepted by Govt and the media provides less coverage . They are suffering Much more By Govt and are real Hero, like Chadrashekhar and Bhagatsing but will never be accepted to Govt and Media.They are holding regular meetings in all over the Rajasthan having gathering of more then 5000 Gurjars and getting less coverage by media,while Con.Baisala provides interview to media persons only and get more Coverage
we know that revolutionary were not wrong they created fear among Britishers and were important to push them. British feared always from violent group and planed to leave India before the non violent movement may turn into violent.
The nonviolence movement by Gandhi ji was also important because it created awareness in Indians about freedom, the revolutionary s were by product of these nonviolence meeting's.
until you not know what is the problem how can you solve it ,it is the nonviolent groups meeting that enables you to know about the problem,after that you may adopt your own way for solution,

The three Suggestions of Chopra committee on 18 December given below although he did not said anything about inclusion in ST status but it is 100% supporting, He questioned the criteria of inclusion, at present no one can full fill the criteria; the report is following
1. Scrapping of the criteria’s The Committee suggests scrapping of the criteria’s used so far to include any class of people in the list of Scheduled Tribe as these have become ‘obsolete and outdated’. We asks the state government to request the center Govt about change in criteria’s used for inclusion in ST status ,today the criteria’s are outdated and obsolete. And could stand judicial scrutiny and enable future commissions or committees appointed by the government to examine the issue with exactitude and reliability.. The criteria’s should be clear and new applicable to present status, the criteria’s should be decision making to the future committee or commission if constituted in future by govt. “The state government should convey to the Center that a national debate should be initiated on the existing norms for according ST status to any community. It should impress upon the Center to that certain criteria should be abrogated as they had become outdated.”
2. Provide special packages The Rajasthan Govt is advised to take immediate steps to set up a board to attend to the problems faced by the people living a life of abject poverty in inaccessible and remote areas like ravines, forests and hills where development has not yet reached as these are the places where most of the backward among the Gurjjars reside .The development of remote and inaccessible areas where Gurjjars live should not wait for the outcome of a classificatory exercise, for these areas special packages for development should be initiated. By this package
(1) Emphasis will have to be paid on building roads to link the communities living in underdeveloped and remote areas with the mainstream
(2) motivating the children of these families to get educated
(3) improving health and hygiene of their members through provisions of drinking water, immunization against major illness and better care of children and of the aged

Analysis of Justice jasraj Chopara’s report
Although Justice Chopra did not said anywhere in report that Gurjars do not fulfils the criteria’s, he said that the criteria’s are irrelevant today, and if the castes which are enjoying ST status if examined according to these criteria’s today they will not qualify
The Chopara committee certified the problems and backwardness he said that the gurjars are living a life of abject poverty in inaccessible and remote areas like ravines, forests and hills, where development has not yet reached as these are the places where most of the backward among the Gurjjars reside .The development of remote and inaccessible areas where Gurjjars live should not wait for the outcome of a classificatory exercise.
He certified seeking, urgent attention towards extreme poverty and backwardness. Now the facts about gurjars are known to everybody and the persons who were defending gurjars agitation now considering it as justified. Another most important fact exposed was gurjars population, before report it was considered to be 5% of state population now it was found above 10% and it was found that gurjars are in position to defeat any political party.

After this report the Gurjar leaders had became more firm on their stand and started to work for stronger agitation. The state Government now does not wants any agitation before the election period, although it has declared to face the agitation with strictness. The state Govts Chief Minister Mrs. Vasundhara Raje has accepted the resignation, of two Meena Ministers given before the Chopara committees report to threaten the state Govt. The two Meena ministers who were threatening to state Govt, on issue to not sent the ST status report of gurjars to center were 1.Dr Kirorilal meena and 2.MrVeerendra meena The state Govts Chief Minister Mrs. Vasundhara Raje has Nominated Three New Cabinet minister on 25 December 2007, 1.Nathusingh Gurjar2.Ramkishor meena 3.Nandlal meena Mr. Kalulal Gurjar remain as it is, as a cabinet minister she considered Mr. Kalulal Gurjar as a faithful minister because he did not obeyed the Caste order of Col.bainsala The change in cabinet ministers has balanced the ratio of 2 Gurjar and 2Meena ministers. Raje expands Cabinet abruptly
JAIPUR: In an abrupt move to expand the Cabinet, Rajasthan Chief Minister Vasundhara Raje on Monday inducted four new Cabinet Ministers and one Minister of State, while dropping two Ministers and accepting the resignation of another.
The Cabinet expansion, with a major reshuffle expected shortly, has been carried out a day after the Bharatiya Janata Party’s massive victory in Gujarat and against the backdrop of Gujjars threatening to launch a major agitation after being denied Scheduled Tribe status in the State.
The new Cabinet Ministers are Nathu Singh Gujjar, Ramkishore Meena, Kalicharan Saraf and Nandlal Meena, while Surendra Goyal was inducted as Minister of State with independent charge. Three new Parliamentary Secretaries were also appointed.
Ms. Raje accepted the resignation of Food and Civil Supplies Minister Kirorilal Meena, who had quit recently in protest against the Justice Jas Raj Chopra Committee submitting its report on Gujjars’ claim for inclusion in the ST category.
Those dropped were Minister of State for Finance Virendra Meena and Minister of State for Public Health Engineering Chunnilal Dhakar.
The swearing-in ceremony was organised at the lawns of Raj Bhavan on Monday evening, where Governor S.K. Singh administered the oath of office to the newly inducted Ministers.
Ms. Raje told reporters after the swearing-in that the Cabinet expansion was aimed at including all sections of society in the governance structure to “bring efficiency” to administration.
The presence of the BJP general secretary in charge of Rajasthan, Gopinath Munde, was an indication of the party high command giving a free hand to Ms. Raje in the run-up to the Assembly elections due next year.
The shake-up of the Cabinet has also been perceived as Ms. Raje’s resounding reply to the RSS-backed dissidents. As a follow-up of the triumph in Gujarat, Mr. Munde has indicated that elections in Rajasthan would be fought under Ms. Raje’s leadership. New Meena faces
The induction of senior Gujjar leader Nathu Singh Gujjar into the Cabinet and retention of Rural Development Minister Kalulal Gujjar is seen as an attempt to mollify the agitated Gujjar community, while the Meena Ministers going out of the Cabinet have been replaced with new Meena faces.
State BJP president Mahesh Sharma said the circumstances prevailing in the State had an “obvious impact” on the Cabinet expansion.
He said the BJP-led Government would work for overall development of the State during the next year and the party would present development as its plank for Assembly polls.
The new Parliamentary Secretaries appointed shortly after the swearing-in ceremony were Dharampal Chaudhary, Jogaram Patel and Laxminarain Bairwa.
Mr. Dhakar, removed from the Cabinet, was appointed Chairman of the State Khadi and Village Industries Board with the rank of a Cabinet Minister.
Official sources said the redistribution of portfolios to the Ministers would be carried out late on Monday night.

The two ministers of respepctive Governments ,Mr Kalulal Gurjar from Rajasthan,Mr Rustam singh from Madhya pradesh although took the favor of Govts of BJP and said that they are with community but not in favor of Bycott. Mr Kalulal the minister of BJP govt said that the decision of providing reservation will be decided by center Govt and this is not in authority of state govt. The GURJAR MAHASABHA is 100 year old Gurjar organisation,and the Gurjar commuunity is 10% of population of india,in 14 states are gurjars dominent,inspite of conversion to Muslim Dharma the Gurjars are with community.

BHOPAL: With the Vasundhara Raje-led Rajasthan government turning down their demand for ST status, Gujjars from several states, including Madhya Pradesh, Rajasthan, Chhattisgarh and Delhi, held a 'mahapanchayat' in Indore on Sunday and decided to boycott BJP.
Two Gujjar ministers -- one from the ruling BJP in MP and the other from the Congress government in Maharashtra -- attended the meeting. After the conclave, Rustam Singh, backward classes and minority welfare minister of the Shivraj Singh Chauhan cabinet, said, "I have offered to raise the issue of reservation for Gujjars in the party forum."
According to Akhil Bharatiya Gujjar Samaj president Vijayendra Patil, there are around 10 crore Gujjars living in 14 states. "The BJP government in Rajasthan disregarded our reservation demand. Although it had promised to send recommendations for the reservation status to the Centre, the Raje government did not do so," Patil said.
"Since BJP hasn't even considered our appeal, we called a meeting to decide our future political agenda. We unanimously decided that we will boycott BJP. Our community won't vote for the party," Patil said.
